Responsibilities & Context
Develop and implement procurement strategies for contracts and services, ensuring alignment with organizational objectives, operational requirements, and approved procurement policies.
Oversee the end-to-end contract lifecycle, including contract preparation, review, negotiation, execution, renewal, amendments, and closure, ensuring compliance with legal and organizational requirements.
Lead sourcing activities for services, consultancy, maintenance, facilities management, manpower, and other indirect procurement categories, ensuring competitive pricing and optimal value.
Establish and maintain strategic relationships with service providers and contractors, evaluate supplier performance, and drive continuous improvement in service quality, cost, and delivery.
Lead complex commercial negotiations with suppliers and contractors to secure favorable contractual terms, mitigate commercial risks, and achieve cost efficiencies.
Oversee the preparation and execution of RFQs, RFPs, and tendering processes, ensuring transparency, competitiveness, appropriate evaluation, and adherence to procurement governance.
Ensure that all contracts comply with internal policies, applicable laws, regulatory requirements, and delegated authority frameworks. Identify and mitigate contractual, financial, and operational risks.
Identify and implement cost-saving initiatives, contract optimization opportunities, supplier consolidation, and value engineering solutions while maintaining required service standards.
Collaborate with internal departments, including Finance, Legal, Operations, Engineering, HR, and other business functions, to understand service requirements and ensure timely procurement support.
Establish and monitor Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and contractual performance measures to ensure suppliers consistently meet agreed service expectations.
Monitor procurement expenditure, analyze spending patterns, support budget planning, and ensure procurement activities remain within approved financial allocations.
Ensure adherence to procurement procedures, approval workflows, documentation standards, and audit requirements. Drive continuous improvement and standardization of procurement processes.
Lead, guide, and develop the procurement team, establish performance objectives, allocate responsibilities, and strengthen functional capabilities to achieve departmental targets.
Prepare and present regular reports on procurement performance, contract status, supplier performance, cost savings, spending trends, and procurement risks to management.
Oversee the resolution of contractual disputes, supplier claims, service delivery issues, and commercial disagreements in coordination with Legal and relevant stakeholders.
