Job Responsibilities:
∎ Work with the team to refine the integrated Monitoring and Evaluation Plan and Data Collection Tools for measurement against the project indicators and targets and identifying lessons learnt
∎ Ensure consistency of the monitoring & evaluation system and tools to ensure donors' compliances
∎ Build capacity of project staff in the use and content of the Monitoring and Evaluation tools
∎ Help to plan, operationalize, and implement the project MEL system in collaboration with the MEL Lead, Project Manager, Project teams, partners and the MEL team.
∎ Mentor and oversee field team to increase their skill on MEL issues
∎ Oversee data collection process, cleaning, capture training of data enumerators and regular support the data enumerators and data clerk
∎ Ensure flow of quality information for an analytical report preparation
∎ Update MEL Lead on recent field activities and convey new message other team members
∎ Track project data such as numbers of beneficiaries, through ongoing data tables shared with technical team on a monthly basis
∎ Support MEL Lead in data analysis, presentation preparation and updating MEL Plan
∎ Assist in Survey and study designing and work closely with MEL Lead to ensure the high level quality through entire process
∎ Assist in the development and revision of annual work plan, budgeting and strategies for the project.
∎ Plan, support and execute the project learning document preparation and present where requires
∎ Support MEL Lead in different activities with multi project support approach
∎ Frequent field visit to interact with the beneficiaries', local service provider, mechanics, NGO staff, Government and Private Sector field staff, civil society to verify the monitoring data and get the first hand positive views and facts of the data.
Additional Requirements:
∎ At least 3 years - preferable at least 2 years in USAID funded projects focusing MEL activity.
∎ Thorough knowledge of Microsoft Office Package, SPPS and GIS
∎ Basic knowledge of MEL system Survey designing, analysis and interpretation and FtF indicators.
∎ Ability to analyse data, situations or problems, evaluate possible courses of action and choose.
∎ Take reasoned decisions, usually based on policy, established process, precedents, or common sense.
∎ Decisions mostly about work processes - How to do rather than what to do.
