Job Context:
∎ Integrated Development Programme (IDP) of BRAC is dedicated to delivering holistic services to communities living hard to reach areas; especially those living in haors and plain land communities that are detached from mainstream services. IDP addresses their challenges by ensuring better access to the basic services through an integrated management system. The aim is to impact the lives of the people through introduction to income generation opportunities, education, health, WASH practices, and other social, legal and rights knowledge and services.
∎ IDP continuously designs, develops, pilots and scales up various service delivery and management models across regions and communities that face barriers to accessing basic services. Through the BRAC to Basic (B2B) pilot, optimal efficient management system that best serves underserved communities` needs is being tested. Whether it is the language barrier for indigenous people or the geographical isolation that haor dwellers face, IDP is persistent in bringing needs based and relevant services to the doorsteps of the people.
∎ JOB PURPOSE: As the Programme Head of Integrated Development Programme (IDP); you will lead teams to achieve the objectives of IDP in accordance with BRAC strategy and focus. You will provide strategic guidance and management support to teams to catalyse impactful and meaningful interventions to accomplish the planned activities. Besides, you will be responsible for planning and designing new initiatives (pilots), result-oriented implementation strategies, programme strategies, mobilizing resources, staff capacity development and the coordination among all components of IDP.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Lead in designing IDP interventions, developing strategies and implementation plans considering the contexts and requirements.
∎ Coordination with different agencies: programmes within BRAC, donors, government and other stakeholders for technical guidance and fund raising
∎ Guide and contribute in proposal/concept development for Integrated Development Programme (IDP)
∎ Contribute in programme development and resource mobilization.
∎ Provide strategic and operational guidance to respective team leads to ensure that they accomplish their assigned activities effectively in line with AOP/ operational plan
∎ Identify new areas for programmatic intervention; develop annual/periodic work plans, roll out new and innovative operation and execute pilots under different IDP components to ensure their successful implementation.
∎ Represent BRAC to government, partners, donors, stakeholder, national and international platforms, and various forums to develop and maintain relationships.
∎ Support inter-programme coordination within BRAC for synergy and smoother implementation of the programmes
∎ Ensure that programme learnings are capture and disseminated as part of the wider communication, advocacy, publicity and visibility efforts.
∎ Strengthen internal and external monitoring mechanism and ensure tracking of expenditures for smooth financial management.
∎ Overseeing the performance management of all programme staff (short and long-term) and carrying out further recruitment as needed.
∎ Ensure that all projects meet the donor and BRAC's financial compliance and standards in accordance with Agreement/contract/MoU with development partners/other programmes
Additional Requirements:
∎ Work experience in a fragile context/environment, complex management situation
∎ Ability to analyse and respond to crisis/emergencies/security concerns situation
∎ Managerial experience in multi-sectoral projects and programmes including financial inclusion, education, health, WASH and livelihood
∎ Adequate knowledge on current national and global development trends and funding issues.
∎ Good understanding related to women empowerment, community organisations, social mobilisation, rights based approach, gender, good governance, government systems, social safety net, and access to information;
∎ Results based management tools and techniques;
∎ Proven understanding and hands on experience in managing large and complex donor funded projects
∎ Good knowledge project, programme management methodology and techniques
∎ Financial and grant management
∎ Minimum 12 years of work experiences in a national or international reputed development organisation with at least 3 years of experience in leading a programme.
