Job Context:
∎ About CRS: Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS` relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.
∎ CRS Bangladesh: CRS has worked in Bangladesh through our local partner Caritas Bangladesh for more than 2 decades, supporting partner capacity strengthening, DRR programming and emergency response. Bangladesh is one of the most densely populated countries in the world and is also one of the most vulnerable countries in the world to natural disasters and climate change impact. CRS is currently working directly with Caritas Bangladesh to support emergency response activities in Cox`s Bazar to address the needs of more than 1 million Rohingya Refugees with shelter and protection activities and to support Caritas Bangladesh`s wide range of emergency response activities. CRS and Caritas Bangladesh are also actively responding to other emergencies across the country with funding from START Fund, IOM and others. CRS in Bangladesh has a large portfolio of Disaster Risk Reduction (DRR) work, including USAID-BHA funded DRR activities in the Chittagong Hill Tracts and MAC Philanthropies funded work in Monpura. CRS Bangladesh is a pilot country for the Homes and Communities strategic platform for CRS Vision 2030 and is actively engaged in forwarding CRS ambitious targets to promote reach of activities and CRS influence in shelter and settlement.
∎ Job Summary: The individual will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the Landslide early warning system and DRR activities project objectives advancing Catholic Relief Services` (CRS) work serving the poor and vulnerable. His/her project management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project.
∎ Direct Supervisory Responsibilities - 2 national positions (DRR Senior Project Officer and GESI-Protection Senior Project Officer)
∎ Key Working Relationships:
∎ Internal - MEAL Manager/Team, Operations Manager, Finance Manager, Country Manager, Human Resources Manager, Communications Manager, Business Development Specialist, Emergency Coordinator, Technical Advisors and Project Managers.
∎ External - Caritas Bangladesh Head of Disaster Management, Regional Director Chattogram Office, Disaster Management Officer, Finance Manager, Finance Officer, and Project Manager. Relevant government bodies, relevant autonomous bodies, and peer organizations.
Job Responsibilities:
∎ You will lead technical, budget management, monitoring and reporting activities through most of the project cycle - start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices.
∎ Effectively manage talent and supervise. Manage team dynamics and staff well-being with implementing partner and CRS MEAL team. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
∎ Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
∎ Engage and strengthen partnerships relevant to Early warning systems and Disaster risk reduction, applying appropriate application of partnership concepts, tools and approaches.
∎ Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for Early warning systems and Disaster risk reduction. Representation also includes preparation for and participation in donor visits as well as regular communication with donor.
∎ Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
∎ Identify partner staff and staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation.
∎ Assist with preparation of trends analysis reports and disseminate results, including Situational Reports for Disasters in project sites. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
Additional Requirements:
∎ Basic Qualifications
∎ Minimum of 5 years of work experience in project management required, ideally in the field of Disaster Risk Reduction (DRR) and for an NGO.
∎ Additional experience may substitute for some education.
∎ Required Languages - Professional fluency in written and spoken English. Bangla required. Any local languages a plus.
∎ Travel - Must be willing to travel. 70% of the time will require to be in the project location in Bandarban (along with Teknaf) and 30% of the time to be in Dhaka.
∎ Knowledge, Skills and Abilities:
∎ Critical thinking and creative problem-solving skills with ability to make sound judgment.
∎ Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities.
∎ Ability to contribute to written reports
∎ Proactive, results-oriented, and service-oriented
∎ Attention to details, accuracy and timeliness in executing assigned responsibilities
∎ Preferred Qualifications:
∎ Relevant grant management experience, especially for USG or other public donors, a plus .
∎ Staff supervision experience.
∎ Experience working with stakeholders at various levels and strengthening community partnerships.
∎ Ability to contribute to the development of technical proposals, a plus.
∎ Experience analyzing data and contributing to evaluation reports.
∎ Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

∎ Local expertise w/ permanent address in project district and local language competency is a plus.
