Overview
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. IFRC uses the Triple R – response, resilience and respect – to deliver on Strategy 2030. IFRC responds to disasters and crises, ensuring timely, coordinated and locally led humanitarian action. IFRC supports its members in building community resilience in the areas of climate and environment, health and wellbeing, and migration and displacement. IFRC promotes respect for our fundamental principles of humanity, impartiality, neutrality, independence, voluntary service, unity, and universality, including in our work on values, power and inclusion. The IFRC focuses throughout on our core mandate – our raison d’être – of strategic and operational coordination, humanitarian diplomacy, National Society development, and accountability.
IFRC is led by its Secretary General and has its Headquarters in Geneva and five regional offices in Africa (Nairobi); the Americas (Panama); Asia Pacific (Kuala Lumpur); Europe (Budapest); and MENA (Beirut) as well as representation offices, service centres and delegations across the globe.
The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The IFRC sub Office in Cox Bazar is the coordinating office for supporting the Bangladesh Red Crescent Society in their response to the Population Movement Operation in the area.
Job Purpose
Support to the operation and project:
Management
Maintain regular IFRC field presence to provide technical oversight and verify alignment of shelter and settlement works with approved designs, specifications, agreed standards and programme requirements.
Independently review construction progress, workmanship, material quality, safety and key technical risks through risk-based field visits, joint inspections and targeted spot checks.
Identify significant quality concerns, implementation constraints and deviations; document observations and follow up agreed corrective actions with the responsible BDRCS or implementing teams.
Support IFRC-level technical verification of key milestones, completed works, handover documentation and technical acceptance processes, with final decisions subject to delegated authority.
Program Implementation
Support the Shelter & Settlement Manager and BDRCS in jointly reviewing shelter construction and settlement plans, implementation schedules, targets and resource needs for displaced populations and host communities, while BDRCS retains responsibility for day-to-day delivery.
Review site assessments, drawings, bills of quantities (BoQs), specifications, construction work plans and technical procurement/tender documents for feasibility, accuracy, compliance and appropriate technical evaluation criteria; provide recommendations within IFRC procedures.
Review reported achievements against field conditions, work plans and technical evidence and flag material discrepancies, delays or quality issues for management attention.
Review evidence of construction outputs, labour engagement, materials and supplies, including progress records and delivery documentation, for completeness and consistency; flag discrepancies to the implementing team and IFRC management.
Support shelter and settlement needs assessments, damage and gap analysis, community consultations and the technical review of site improvement plans, including drainage, access, hazard mitigation and locally feasible shelter solutions.
Liaise with IFRC/BDRCS logistics, procurement, cash, relief and relevant programme teams on market assessments, suitable shelter materials/NFIs and technical implications of procurement, distribution and delivery schedules, without replacing their implementation or approval mandates.
Support BDRCS in ensuring meaningful participation of displaced and host communities, including women, persons with disabilities and other marginalized groups, in shelter selection, adaptations, safe construction and feedback processes within approved programme parameters.
Training
Provide practical technical mentoring and support BDRCS engineers, field supervisors, volunteers and skilled/unskilled workers through joint inspections, coaching, and quality-focused capacity development.
Co-design or support training-of-trainers, safer-shelter awareness sessions, demonstration shelters and practical construction training with BDRCS, applying PASSA and other participatory approaches as appropriate; develop or review supporting technical materials and messages.
Coordination
Facilitate coordination among IFRC, BDRCS, Movement partners, camp authorities, relevant government authorities, ISCG/sector partners, UN/INGO actors and other stakeholders on technical standards, site access, approvals and operational constraints affecting delivery.
Attend and contribute to camp-level, Shelter/Site Management/SCCCM and other relevant technical coordination meetings and joint site visits, representing IFRC as delegated by the Shelter & Settlement Manager.
Maintain regular communication with BDRCS field engineers, supervisors, volunteers and relevant partners to track site-level constraints, clarify technical requirements and follow up agreed actions.
Communication
Provide structured field feedback and technical analysis to the Shelter & Settlement Manager, identifying progress, quality concerns, risks, corrective-action status and decisions required.
Prepare or contribute to weekly and periodic construction/rehabilitation progress reports, documenting planned versus actual progress, quality observations, technical risks, delays and recommendations, and support donor/sector reporting as required.
Technical oversight and assurance
Review technical and field documentation, including inspection records, labour and supply records where relevant, photographic evidence, material testing, measured progress, corrective-action registers, and completion/handover dossiers.
Follow up technical observations and corrective-action closure with implementing teams, and escalate unresolved or high-risk issues to IFRC management in a timely manner.
Provide independent technical recommendations on construction quality and milestone readiness, clearly distinguishing IFRC assurance from BDRCS implementation responsibilities.
Program Development
Identify technical and programme gaps and potential improvements in construction practice, local materials, shelter design, site improvements, environmental sustainability and disaster risk reduction based on field monitoring and lessons learned.
Provide technical inputs to future shelter and settlement programme design, assessments, community consultation, options analysis and sector learning, taking into account appropriate government-approved methods, local skills and market availability.
Undertake other relevant duties assigned by the Shelter & Settlement Manager within the scope of the position.
