Position Overview

• Sheema Fashion is seeking an experienced, dynamic, and detail-oriented Senior Commercial Executive to join our commercial team in Gazipur. The ideal candidate must possess extensive hands-on expertise in Utilization Declaration (UD) issuance, amendments, lock/unlock procedures, and complete processing of government Cash Incentive / Cash Subsidy claims with Bangladesh Bank, commercial banks, BGMEA/BKMEA, and audit authorities. This role is crucial for ensuring smooth supply chain documentation, regulatory compliance, and maximized financial incentives for the organization.

Key Roles & Responsibilities

• Utilization Declaration (UD) Management: Prepare, submit, and obtain Utilization Declaration (UD) and UD Amendments from BGMEA/BKMEA in a timely manner to support production and export execution.

• Reconcile fabric, yarn, trims, and accessory requirements against Master L/C or Sales Contracts to ensure accuracy in raw material allocations.

• Coordinate closely with Merchandising, Factory Operations, and Stores to gather necessary B/L, Master L/C, Import Invoices, and Export documentation for seamless UD application.

• Manage UD lock, unlock, block, and expansion processes smoothly with association platforms and Customs.

• Cash Incentive Processing: Prepare, audit, and process end-to-end Cash Incentive / Government Export Subsidy applications through authorized AD Banks and Bangladesh Bank.

• Liaise with chartered accountant (CA) firms, bank auditors, and customs officials for mandatory cash incentive audit verification and certification.

• Track realization of export proceeds (PRC / Proceeds Realization Certificate) and compile required file sets (Exp Form, Bill of Lading, Invoice, Packing List, UD, Customs C-Number, CA Certificate).

• Proactively follow up on pending incentive claims to minimize realization cycle time and resolve any query, audit discrepancy, or objection.

• Liaison & Regulatory Compliance: Maintain robust working relationships with BGMEA/BKMEA officers, Customs Bond Commissionerate, Commercial Banks, and Bangladesh Bank representatives.

• Ensure strict adherence to national export-import policies, foreign exchange regulation act guidelines, and statutory customs procedures.

• General Commercial & Documentation: Oversee export documentation (EXP generation, Bill of Lading, Certificate of Origin, GSP, Inspection Certificates).

• Maintain comprehensive register/database of all UD applications, amendments, export realization records, and cash incentive claim files.

• Prepare monthly status reports on active UDs, pending cash incentives, and realized subsidies for top management.
