Job Location: Amtali and Taltali Upazilas of Barguna District
Major Job Responsibilities
Technical assessment, design and procurement
Lead the day-to-day implementation of the project's construction and rehabilitation work in Amtali, and Taltali upazilas.
Update the technical assessment of the health facilities, building on the assessment already completed under the Improved Reproductive, Maternal, Neonatal, Adolescent and Child Health (RMNCAH) Program.
Prepare designs, AutoCAD drawings, cost estimates, Bills of Quantities (BoQs) and technical specifications in line with the National WASH and Waste Standards for Healthcare Facilities (2023). Specify climate-resilience features before procurement: raised, wind-anchored storage; electrical components above expected flood level; protected water sources; and drainage away from supply points.
Submit all designs, drawings and specifications through the Program Officer, Climate Adaptation and Resilience for technical review and sign-off by Concern Head Office before procurement starts.
Prepare tender documents, take part in bid evaluation, and support contractor selection in line with the organization's procurement policy.
Obtain approvals and permissions for facility works from the Upazila Health Complex (UHC), the Upazila Health and Family Planning Officer, the Civil Surgeon's office and other relevant government offices.
Construction supervision and quality control
Supervise the installation of climate-resilient, solar-powered water supply, treatment and filtration systems, one at each UHC. This includes raised protected storage, piped distribution and at least 12 priority tap points, based on water-quality test results for bacteriological contamination, salinity and arsenic.
Supervise the construction of six accessible handwashing points (two per UHC) with improved drainage, designed for use by wheelchair users and children, at high-use maternal, newborn and child health service areas.
Supervise the rehabilitation of water supply systems at six Union Health and Family Welfare Centers (UH&FWCs). This includes tap connections, pipeline extensions, repair of fittings, and replacement of tanks or pumps where site verification confirms they are not functional.
Verify the quality of materials, workmanship, measurements and contractor bills. Prepare inspection records, snag lists and progress reports, and support milestone-based payments through verified certification.
Monitor contractors' compliance with health and safety, environmental and safeguarding requirements. Set up a defect register to track rectification during the defect liability period, which runs from commissioning to project closure.
Test the water quality of source water, treated water and a representative distant tap point at the design and commissioning stages, and check that the systems work properly. Prepare the testing schedule and protocol for the follow-up rounds at six months after commissioning and at project closure.
Verify completion of the works jointly with the supervising engineer and the health facility authority against agreed acceptance criteria.
Sustainability, operation and maintenance and handover
Support the setting up or strengthening of a facility WASH management committee at each UHC, chaired by the facility authority and including the named caretaker, the local technician and a service-user representative.
Train the named caretaker and local technician at each UHC and assess their competency before handover.
Prepare the operation and maintenance (O&M) plan, the signed O&M agreement, the asset register entries, the initial stock of locally serviceable critical spares, and the functionality-check and water-quality record for each facility.
Support the formal handover of assets to the Ministry of Health and Family Welfare and the UHC authorities.
Capacity building and hygiene promotion
Support the one-day WASH and Infection Prevention and Control (IPC) training for health care service providers at the three UHCs, timed to commissioning and coordinated with the Civil Surgeon's office.
Support the development and distribution of WASH and Information, Education and Communication (IEC) materials to the nine supported health facilities and the hygiene corners in supported schools, and the observance of Global Handwashing Day and World Menstrual Hygiene Day.
Support Mothers' Assembly and courtyard sessions on WASH, safe water handling, household water treatment and hygiene practice.
Coordinate with RMNCAH Program Field Facilitators and Health Volunteers to keep WASH and menstrual health messages consistent.
Coordination

Attend upazila and district GO-NGO coordination meetings and Hospital Management Committee meetings.
Take part in joint monitoring site visits with the health authorities and both partners, and provide technical inputs for the end-of-project learning and review meeting.
Facilitate visits by internal and external visitors, donors (including IRT) and government officials, and make supporting documentation available during monitoring visits.
Monitoring, records and IRT reporting
Support the WASH-specific service-user exit interviews on water and hygiene service quality, with data broken down by sex and disability.
Maintain complete, accurate and audit-ready site records (measurement books, inspection logs, photographs, test results, completion certificates and handover documents). These must be kept for at least three years after the end of the project. Anonymize beneficiaries' personal data in all reports.
Prepare monthly progress reports and field visit reports.
Flag early, through the Program Officer, Climate Adaptation and Resilience, any proposed change to scope, design, quantities, budget or timeline. Such changes, and any subcontracting of core project activities, need Concern Worldwide’s prior written approval.
Document lessons learned and good practices for replication.
Visibility and communications (IRT Annex C)
Make sure IRT's support is visible, in line with IRT's visibility guidance and Concern's branding guidance: commemorative plaques with the IRT logo on all permanent structures (water supply systems, treatment units and handwashing points), display panels at supported facilities, and the IRT logo on event banners and IEC materials.
Collect material for at least eight beneficiary success stories: direct quotes, testimonials and notes from service users, health workers and caretakers, showing the challenges they faced and how the project helped.
Provide at least twenty high-resolution photos (3400 × 4400 pixels at 300 DPI; .jpg or png) and/or landscape video (1080p, shot at 2K minimum and 4K preferred; .mp4), with original raw files alongside any edited versions. Include the IRT logo in photos where possible.

Safeguarding, compliance and incident reporting
Follow the policies on safeguarding, protection from sexual exploitation and abuse (PSEA), child protection, anti-fraud and anti-corruption and the code of conduct. Promote the Feedback and Complaints Response Mechanism (complaint box, hotline and email) at all project sites.
Report immediately to the Program Officer, Climate Adaptation and Resilience and partner management any safeguarding or PSEA concern, fraud, corruption, diversion, loss or theft of materials or equipment, or other serious incident, so that Concern can notify IRT promptly.
Report immediately any damage to works or materials, or any suspension of work, caused by cyclones, flooding or other events beyond the project's control, with an estimate of the likely delay.
