∎ Project Description:
∎ United States Department of Agriculture (USDA)-funded Bangladesh Trade Facilitation project (BTF) will expand regional and international trade in agricultural goods by addressing systemic constraints to agricultural trade at Bangladeshi ports; simplifying and automating import and export processes; improving the capacity of government agencies, laboratories, and warehouses; and by fostering private and public investment, especially in cold storage. Project inputs include improving infrastructure and systems, introducing new technologies, conducting policy and legislative research, and providing training and capacity building to relevant stakeholders.

∎ Position Summary:
∎
∎ BTF Project is looking for a dynamic professional having project management skills to advance project activities and to find and manage technical consultants, as well as knowledge of import and export trade to help define new activities or strategies to encourage acceptance and uptake of new processes and procedures by the government.
∎ The Senior Technical Advisor will work with Government of Bangladesh agencies, e.g., the Ministry of Commerce (MoC), National Board of Revenue(NBR), the Department of Agricultural Extension (DAE), Plant Quarantine Wing and Department of Agricultural Marketing of Department of Agricultural Extension, Department of Livestock Services (DLS), Department of Fisheries( DoF), Bangladesh Food Safety Authority (BFSA), Bangladesh Standards and Testing Institute (BSTI) and Bangladesh Atomic Energy Commission (BAEC) and with private industry and trade associations to implement and disseminate BTF outputs. The Senior Technical Advisor will play a crucial role in the implementation of BTF activities centered around harmonizing cross-border trade regulatory processes and procedures. The Technical Advisor will lead BTF efforts to help the Government promote and communicate export and import compliance requirements for food and agriculture goods and for businesses to understand requirements and take advantage of export opportunities. The Senior Technical Advisor will actively contribute to strategy development and adaptation. Moreover, they will be responsible for managing project interventions and conducting in-depth analyses of policies, process flows, and other technical documents related to trade and agriculture.
∎ The position is based in Dhaka, Bangladesh, with occasional domestic travel and possible international travel required to visit ports, Government field stations, as well as agricultural and food businesses` production and processing centers.
Job Responsibilities:
∎ Coordinate, manage, integrate, monitor, and implement project activities that promote trade facilitation and trade improvement in coordination and collaboration with private companies, Government agencies, trade and business associations, and chambers of commerce.
∎ Participate in engagement and coordination efforts with Government agencies and other donor projects that are implementing agricultural development, export promotion, and trade facilitation activities.
∎ Collaborate with export promotion agencies and relevant stakeholders to identify and analyze the export promotion compliance to boost agro-product exports.
∎ Oversee analysis of agro-trade regulations, policies, and legislation and identify areas for improvement and propose reforms to streamline trade processes.
∎ Suggest and propose plans and then oversee institutional reform initiatives to improve overall efficiency and effectiveness in the agriculture sector.
∎ Coordinate, design, develop, and implement systems capable of real-time data collection, analysis, and sustainability.
∎ Plan, prepare reports based on research findings to expedite project activities, identify communication pieces, and write impact stories.
∎ Devise sustainability plans for the agriculture sector and monitor and evaluate the progress of sustainability initiatives and suggest necessary adjustments as required.
∎ Participate in onboarding Consultants/firms, manage deliverables/assignments, technical and advisory service contractors, and procurements, including developing terms of reference and scopes of work, reviewing deliverables, and monitoring performance.
∎ Coordinate and lead project teams to implement workshops and training events, advocacy and awareness programs, developing promotional materials, as well as recurring planning and committee meetings.
∎ Liaise with BTF's counterpart agencies and provide technical support to implement regulatory and institutional reforms; administer automation processes; and capture, record, analyze trade data, and develop manuals or other guidebooks on trade activities.
Additional Requirements:
∎ A minimum of 10 years of professional experience, including project management, strategy development and implementation, and communication combined with a deep knowledge of the policy and legal framework relevant to food and agricultural trade is required. As is proven experience building effective working relationships with a wide range of stakeholders, particularly senior public and private sector officials and think tanks.
∎ Ability to work both independently and collaboratively in a cross-functional team environment and a demonstrated experience supervising staff and leading teams is required.
∎ Practical experience working with agriculture-related Government regulatory and trade promotion agencies; food or agricultural processing and trading businesses; chambers of commerce and trade and industry associations; and with international institutions is advantageous.
∎ Familiarity or experience with import and export requirements, WTO Trade Facilitation Agreement, SPS Agreement, Codex Alimentarius Standards, or international trade, law, and related processes is advantageous.
∎ Familiarity with plant and animal quarantine-related laws, export-import policy and procedures, trade organizations, Bangladesh's stance on WTO TFA implementation, measures, and standards, and cross-border trading processes and procedures.
∎ Fluency and strong oral communication and presentation skills in both English and Bangla languages and excellent written skills in English and Bangla scripts.
