Job Context:
∎ Background:
∎ Building upon related US Department of State, INL/GPP-funded program to strengthen institutional capacity to combat illegal wildlife trafficking and environmental crime in Asia, USFS is launching a new program entitled, "Strengthening Institutional Capacity to Combat Wildlife Crime in Bangladesh" in close partnership with GoB and relevant partners.
∎ The program`s long-term goal is to strengthen the institutional capacity of the Government of Bangladesh and its partners, to combat wildlife trafficking and illegal environmental activities in Bangladesh. Specifically, the program aims to support partners in the design, development, and early stages of implementation of a standardized ranger training program. A standardized ranger training program is defined as an ongoing training program, for ranger officers (front line officials directly and indirectly engaged in Wildlife Crimes Control (WCC))in areas throughout Bangladesh. The standardized ranger training program will be utilized by the GoB and other partners to build the capacity of new and existing rangers in combatting wildlife trafficking and illegal activities, and support effective land management in Bangladesh. The program will also coordinate and synergize with other donor funded projects wildlife programs.
∎ USFS experts will provide technical assistance and training to the GoB and its partners as well as relevant NGOs in the design, development, and early implementation of the standardized ranger training program. USFS experts will provide technical assistance through both remotely based support from the US and in-person consultations, workshops, and Train-the-Trainers activities implemented in Bangladesh.
∎ Level of Effort: Full time for 12 months, with the possibility of extension.
∎ Location: Dhaka, Bangladesh with possibility of travel.

Job Responsibilities:
∎ Working closely with staff at USFS' Office of International Programs (USFS/IP) based in Washington, DC, the Country Liaison would lead all in-country logistical and design support to program implementation, serve as the primary liaison with the GoB, and coordinate program activities with other relevant partners in Bangladesh, such as NGOs.
∎ The Coordinator would support the program in capacities such as, but not limited to, the following:
∎ Plan and manage the effective implementation of all program activities, in close coordination with the USFS/IP Program Manager;
∎ Serve as the primary liaison and in-country point of contact for the GoB, maintaining close relationships and strong communication with GoB staff to ensure GoB's priorities are integrated into the project design and implementation. (An example of liaising tasks includes facilitating and integrating comments and feedback from the GoB on drafts of the training program curriculum and other related documents developed by USFS technical experts.);
∎ Serve as the primary liaison and in-country point of contact for other key partners, such as Police, BDR, Customs, Prosecutors, NGOs supporting ranger training and area management in Bangladesh, to ensure synergies among these efforts and incorporate lessons learned from previous efforts into the program's design;
∎ Provide support to the program design and work planning processes, including inputs to ensure the design of USFS programming takes into account political and cultural aspects that are unique to the Bangladesh context;
∎ Keep close relationship with other USFS project/s in Bangladesh
∎ Support the implementation of USFS activities determined in the work plan;
∎ Coordinate in-country technical visits, workshops and trainings, including: arranging meetings, identifying workshop/training participants, preparing and sending invitations, arranging venues, procuring goods and services, arranging participant travel, and other logistics;
∎ Document the steps involved in Train-the-Trainers processes so that future training-of-the-trainer cycles can draw upon the processes and resources utilized by USFS;
∎ Prepare monthly progress reports, activity reports, and additional reporting as needed;
∎ Work closely with visiting USFS experts to provide input on the most appropriate technical assistance, orient them to the country context, and introduce them to counterparts;
∎ Manage and track program expenses in full compliance with U.S. government regulations, in close coordination with the USFS/IP program manager.

Additional Requirements:
∎ The Coordinator should have the following skills and experience:
∎ A minimum of 10 years of experience in project implementation and partnership development in Bangladesh, preferably in the wildlife management, environmental and natural resource sectors;
∎ Demonstrated experience managing multi-stakeholder partnerships, engaging in consultative work planning, and coordinating activities and meetings;
∎ Ability to work effectively without day-to-day supervision;
∎ Ability to work in a dynamic environment with Bangladesh and US Government agencies, international donors, NGOs, community groups, and other stakeholders;
∎ Excellent organizational skills;
∎ Excellent written and oral communication skills;
∎ Excellent interpersonal skills;
∎ Experience working with the Government of Bangladesh strongly preferred;
∎ Experience implementing U.S. Government and/or donor funded activities strongly preferred;
∎ Required computer proficiencies: Word, Excel, PowerPoint, Internet; and,
∎ Language skills: Professional proficiency in spoken and written English and Bangla.

Salary:
∎ Relevant to the technical skill level of the position but may be adjusted to account for additional experience and skills.
