∎ Project Summary:
∎ ActionAid Bangladesh (AAB) has been working for over 30 years in partnership with local organisations and networks in some of the poorest and most marginalised communities across the country. The organisation`s Fifth Country Strategy Paper prioritises the agency of young people and women across all its programme interventions. Besides leading initiatives on youth engagement in-country, AAB also provides strategic direction concerning young people to the wider ActionAid Federation consisting of 45 countries and other external partnerships.
∎ The A4I project seeks to promote representation, inclusion and participation of young women and men, especially those from vulnerable communities, to lead transformational change in their communities. Through improved access to quality public services, skills development and opportunities for decent and sustainable income sources and representation in decision making processes, it is expected that young people will engage better with their communities. Together with civil society alliances and networks, government institutions and private sector at all levels, young people will be able to drive an equal and just world where rights are respected, resources are redistributed, and citizens are able to lead resilient lives. This is further anchored in the Seventh Five Year Plan of the Government of Bangladesh as well as the Youth targets and goals within the Sustainable Development Goals.
∎ The Deputy Manager - Youth and Gender Responsive Public Services (DM) is expected to bring technical expertise around the second component of the A4I project (increasing access to quality youth and gender responsive public services). S/he will be responsible for leading project deliverables that address the quality of public services in the areas of education and health. S/he will also be responsible for promoting progressive taxation and partnership with global alliances for resourcing of the SDGs thereby leading to improved public services in the country.
∎ The DM will be supported by a team comprising of both national and international technical staff. Besides developing and nurturing external partnerships that lead to outputs being achieved fully as per the project design and donor requirements, the DM will also be responsible for ensuring required inputs from relevant team members are received on time and activities are carried out as per quarterly/annual planning. The incumbent will, as required, work across AAB`s strategic and operational priorities to ensure that results of the project are well communicated. S/he has to visit project areas regularly and extensively to oversee project activities and support local partnerships.
∎ Under the direct supervision of the Programme Manager (PM), the DM will undertake the following responsibilities and tasks but keeping in mind s/he should be flexible and able to adapt to the changing context and perform tasks as necessary related to the project.
∎ Relationships:
∎ Deputy Manager - Quality and Accountable Public Services will report to Programme Manager - A4I Project of ActionAid Bangladesh. S/He has to maintain functional relationship with his/her peers, greater programme team including project teams under PPC Directorate and organization`s priority teams. S/He must be able to communicate with other teams and units both programme and operational.
Job Responsibilities:
∎ Programme and Knowledge management:
∎ Provide technical inputs, advise, training and support to project personnel, partners and service providers to deliver specific activities at the local, sub-national and national level;
∎ Prepare and review TORs for research partners, training modules as well as specific components within semi-annual and annual reports to the government and donor;
∎ Track progress made against established MEL indicators, support PM and MEL/Finance colleagues on data collection and monitoring of project budget utilisation by partner organisations;
∎ Identify lessons learnt and best practices for knowledge sharing and development of knowledge products; and
∎ Establish partnerships and organise workshops/conferences that bring together stakeholders across sectors at different levels.
∎ Monitoring and accountability of youth and gender responsive public services:
∎ Lead the development and eventual implementation of an advocacy strategy for adequate resourcing of public services prioritising education and health;
∎ Leading the piloting of technology-based solutions to facilitate increased engagement between young people and their movements/alliances with duty bearers across levels;
∎ Develop capacity of young people and their movements/alliances to conduct participatory monitoring and accountability of public services; and
∎ Support youth led participatory monitoring and accountability of public services by young people.
∎ Quality and accountable public services:
∎ Advocate for an equitable allocation of public resources which enables redistribution of resources for youth and gender responsive public services;
∎ Support research initiatives around budgetary allocations (public and private) for areas of work around education, skills development and health, particularly sexual and reproductive health rights (SRHR) for young people;
∎ Facilitate linkages between young people with global alliances that call for accountability and transparency in the delivery of quality public services; and
∎ Foster cross-country knowledge sharing, advocacy and lobbying on public services in different contexts.
Additional Requirements:
∎ At least 4 years or more of sound technical experience in participatory monitoring and accountability mechanisms; tools etc.;
∎ Extensive experience in experience in working with local government authorities, the youth sector, capacity development, grants management or related field
∎ Technical Skills:
∎ Demonstrated competence skills in report writing and record keeping in English and Bangla;
∎ Excellent knowledge and use of internet, social media and office software packages (i.e. MS Word, MS Excel etc.)
∎ Desirable:
∎ Ability to work under pressure and meeting deadlines
∎ Previous experience in project management is preferred.
∎ Team player with strong experience in multi-cultural and multi-ethnic environments
∎ Extensive experience in working with INGOs and CSOs is preferred;

Compensation & Other Benefits:
∎ Monthly Gross Salary will be 78,390/- with other admissible benefits such as festival bonus, provident fund, gratuity, medical benefit, group life insurance etc.
