Responsibilities & Context
Job context
We are looking for a self-driven professional to represent the firm at Government Offices and to run all tender-related work: tracking EOIs and RFPs on the e-GP portal, preparing and submitting bids, following up on evaluation, negotiating and signing contracts, and keeping project payments and approvals moving. The person will report directly to the CEO.
Job responsibilities
Tender and procurement (e-GP and manual)
Monitor the National e-GP portal (eprocure.gov.bd), CPTU/BPPA notices, PWD and other government websites and newspapers daily for EOIs, RFPs and tenders relevant to masterplan, feasibility study, architectural and engineering consultancy services.
Register for tenders, purchase tender documents, and maintain the firm's e-GP account, enlistment, licence and certificate renewals (trade licence, TIN, VAT, IEB/IAB, PWD and other departmental enlistments).
Prepare complete technical and financial proposals: EOI, RFP response, firm profile, key-person CVs, similar-work experience, forms, bid security, affidavits and all compliance papers as per PPR-2008 and the tender document.
Submit bids online and in hard copy within deadline; attend pre-bid meetings and tender openings; respond to clarification queries.
Track tender evaluation status and follow up with the procuring entity until the Notification of Award.
Negotiation and contracting
Represent the firm in technical and financial negotiation meetings with PWD, prepare negotiation minutes, and coordinate the signing of contracts and work orders.
Prepare and submit performance security, contract agreements and variation or time-extension requests.
PWD and government liaison
Visit PWD offices and the Ministry of Housing and Public Works regularly on behalf of the firm.
Follow up on approvals, review comments, inception/interim/final report acceptance, and the release of running and final bills for different projects.
Build and maintain working relationships with PWD officials, project directors and other stakeholders; collect feedback and relay it to the project teams.
Deliver and collect official letters, reports and documents; maintain a dispatch and receipt register.
Documentation and reporting
Maintain a tender tracker (opportunity, status, deadline, result) and a liaison log of every visit and outcome; give the CEO a weekly update.
Keep the firm's credential documents, work completion certificates and client testimonials updated and ready for the next bid.
Coordinate with the planning, architecture and engineering teams to collect the inputs needed for proposals.
Business development
Identify new government and semi-government clients (PWD, LGED, RAJUK, city corporations, development authorities) and arrange introduction meetings.
Support enlistment with banks, corporate bodies and development partners as directed.
