Job Context:
∎ The Programme Officer-Dairy delegated with overall field implementation responsibility to lead the Fostering Sustainable and Competitive Dairy Value Chain in Dumuria Upazila of Khulna District of southwest Bangladesh with an expert support this includes planning, implementing, monitoring, project reporting and coordinating the implementation of the activities as per the project components, with preparation of detailed annual work-plans, targets and budgets of the field activities.
∎ The position would be base in Dumuria, Khulna and have to maintain close coordination with others team member of Solidaridad Network Asia in Bangladesh. Programme Officer-Dairy of Solidaridad Network Asia would report to the Head of Supply Chain and Private Sector Engagement of Solidaridad Network Asia.
∎ Employment Type: Project based fixed term
Job Responsibilities:
∎ Mobilize women dairy Farmers and closely work Work with farmers (90% women) and agri-entrepreneurs to facilitate knowledge transfer and build capacities of rural youth and women to build technical skills on farming and agri-entrepreneurship.
∎ To develop small medium enterprises (MSMEs) in multiple area like Green Grass entrepreneur, Hydroponic entrepreneur, Milk Collector and Organic Fertilizer Entrepreneur and outreach of the rural farming households.
∎ Strengthening dairy farming clusters for interactive farmers-to-farmers learning for adoption of good farming practices, access to resources efficient ecosystem services, and market uptake of the business model by the smallholders and MSMEs for future investments to improve quality of dairy products, reduce post-harvest losses, enhance overall market competitiveness.
∎ Promoting Digital integration for easy access to extension services and payment on quality of milk to ensure access to resources and services, as well as to promote transparency and fair value distribution in the dairy supply chain.
∎ Promoting digital payment system in digital wallet for women farmers to have control over income.
∎ To assist Knowledge and capacity development of women on cost benefit analysis and financial literacy to have better earning and use of income in agri-business and asset building.
∎ Promote smart dairy farming practices through efficient use of resources, circularity, and climate-smart technologies to improve increase in milk yield and quality
∎ Develop capacity of the smallholder's dairy farmers on good dairy practices (improved housing, feeding management, fodder production, hygienic milking, calf management, pregnant and lactating cow management, vaccination, deworming and disease management) to reduce production cost, improve efficiency, and increase yield and income
∎ Assist to upscale of digital inclusion (i2i app to collect data from milk collection centers) and financial inclusion (mobile banking services) to enhance knowledge regarding enterprise farming and to improve access and control over income for women farmers
∎ Help to Establish dedicated innovation, service and knowledge hubs to ensure enhanced access to relevant technology, inputs, products, and services.
∎ Help to adapt Soli-Trace - a technology-enabled platform for fair participation, fair ownership, fair value and fair voice of the farmers and market actors in dairy supply chain
∎ Lead capacity building of staffs, lead farmers, project participants, supply chain stakeholders on dairy supply chain development, efficient farm management, enterprise farming, business plan, business operation etc.
∎ Designing curriculum of the training and developing modules/materials/technical sessions/other tool kits;
∎ Promote green manure management and organic fertiliser production for reduction of direct and indirect GHG emissions.
∎ Facilitate engagement of private sectors for strengthening capacity of the extension agent; Develop business plan for establishing dairy enterprises;
∎ Perform the cross functional activities as per organisational need.
Additional Requirements:
∎ Minimum 5-7 years' professional experience on dairy subsectors or livestock marketing related to food security, livelihood, agriculture value chain, agri-business development and supply chain development programmes; or Minimum 3 years' professional field experience related to the above duties and responsibilities;
∎ Specific livestock/ dairy sector experience, preferably with broad ranging skills and capabilities in the management, operation, promotion and development of the digital platform will be extra quality of the candidates.
∎ A demonstrable track-record in promoting business growth and development through innovative thinking on livestock or dairy development; at least 4-5 years' practical knowledge on dairy production & working livestock/dairy produces supply chain development
∎ Experience in market and agribusiness development, creating access to finance and/or competitiveness; Knowledge and experience of small and micro dairy farming system in river island/flat areas of Bangladesh;
∎ Demonstrated experience on designing and implementing interventions that improve access to information and technologies for agriculture value chain actors;
∎ Professional computer skills especially in MS office suite, SPSS & other database programme;
∎ Person Specifications & Attributes:
∎ Proven ability to work in an intercultural environment and have excellent personal or generational skills:
∎ Demonstrated leadership, versatility, and integrity;
∎ Work independently with minimal supervision within deadlines;
∎ Work as part of a team and must ensure effective team alignment and coordination between operational and support functions to ensure overall performance;
∎ Proven understanding on financial and operational aspects in agri-business;
∎ Effective and efficient communication skills (verbal & written), including intercultural communication and communication with ecumenical actors;
∎ Frequent visits in the fields, to producers' clusters and business points;
∎ Providing technical advices and support to the partners and stakeholders and support the growth of the dairy business in the national and local supply chains;
∎ Supervise and guide technical trainings, ration formulation and on-farm troubleshooting;
∎ Skill to track programme budget and expenditure;
