∎ JOB PURPOSE: The Programme Head will provide leadership, overall oversight & guidance and will coordinate the design and implementation of Protection, Shelter and SMS of BRAC’s HCMP initiative. This position will ensure the quality of the current response whilst also leading the scale up and sectoral expansion of the overall HCMP response. The position will also provide technical assistance on development of quality proposals. The Programme Head will be expected to work effectively across the HCMP to deliver high-quality programmes, promote advocacy and strategic engagement under the supervision of Director, HCMP.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job Responsibilities:
∎ Strategic Planning and Implementation:
∎ Support the implementation of BRACs HCMP goals as laid out in the Strategic Action Plan and Joint Response Plan in line with the BRAC Strategy in coordination with the HCMP Leadership Team. In addition, update sectoral programmes, and sector strategies while remaining relevant to evolving contexts and operational effectiveness.
∎ Lead roll out of all strategic programming initiatives of Protection, Shelter and Site Management including but not limited to Research and Development.
∎ Oversee the development of donor and programme/ sector strategies, including the sectoral integration
∎ Contribute toward the strategic direction of the response and sector strategies through influence of and leadership within inter-agency coordination forums.
∎ Oversee the implementation and monitoring of the HCMP Strategic Action Plan.
∎ Programme Development:
∎ In coordination with the HCMP Leadership Team, HCMP Grants, PDDR Team, pro-actively contribute to design and implement fundraising strategies, incorporating donor mapping and communication plans, to ensure that programmes/ sectors are adequately financed.
∎ Support the Grants, PDDR and MEAL team to ensure that high quality, evidence and needs-based project proposals are developed, according to the Proposal Flowchart and in compliance with donor regulations as well as within the parameters of the Joint Response Plan and HCMP Strategic Action Plan.
∎ Actively participate in management meetings with HO Staff for overall programme development and give necessary recommendation if and while new project proposals are made and contribute to accelerate effectiveness and efficiency and development scope of projects before & during going for implementation stage.
∎ Programme Implementation:
∎ Support the Sector leads and Technical Team to ensure that programme implementation is managed closely through the development of structured work-plans and approved monitoring plans based on project proposals/Joint Response Plan.
∎ Supervise & Guide Team to confirm cross cutting supports to all sectors/ programmes as required.
∎ Provide the HCMP leadership team with accurate and up to date advice of developments and opportunities in programme and project implementation together with necessary recommendations for action.
∎ Guide and supervise Sector Lead-Shelter, SMS Coordinator, provide necessary guidelines for smooth camp management and coordination and also provide prompt guidelines to take preventive actions during disasters, and any emergency.
∎ Support in developing, rolling out and monitoring the use of a programme-wide monitoring and evaluation strategy and tools for the collection and analysis of programme information (qualitative and quantitative) to inform all stages of the project cycle and increase shared learning internally and externally.
∎ Support the development of a Partnership Strategy, development of required strategy implementation tools and identification of potential national civil society organization partners.
∎ Leading and overseeing the implementation of a coherent and strategic emergency response by setting the strategic vision and direction for the team.
∎ Ensure the provision of appropriate technical assistance from BRAC’s technical units, or partner agencies as necessary.
∎ Monitoring and Evaluation:
∎ Ensure plans are made with key milestones and measurable outcomes and track progress to adjust to meet overall objectives.
∎ Guide the Technical Support Unit to monitor shelter and construction activities effectively and efficiently.
∎ Closely monitor activities of protection, shelter and site management and provide necessary guidelines for smooth project implementing, and quality of all programmes’ activities being in the right track.
∎ Monitor progress reports of Protection, Shelter and Site Management projects regularly and ensure progress reports and updates disseminated to donors timely.

∎ Excellent skills in managing large scale programmes with high value budgets from a diverse range of donors.
∎ Excellent influencing, negotiating and communication skills.
∎ Excellent organization, and coordination skills.
∎ Knowledge on Project Management, Budget Management & Fundraising.
∎ Knowledge on Programme Development, Monitoring & Evaluation.
∎ Knowledge on technical supervision for overall development of programme.
∎ Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
∎ Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
∎ 10 years of working experience in senior management roles working in complex protracted emergencies and in the field of Protection, Shelter and Site Management.
