∎ JOB PURPOSE: Staff will be responsible for the development of M&E framework, guidelines and tools, which help to collect information to understand the project results within the timeframe. Analyze the data to identify, document and disseminate the lessons learned for stakeholders within and outside of BRAC.
Job Responsibilities:
∎ Evaluate and share lessons learned with programme leadership and the operations team, maintaining an adaptive management approach leading to better field practice.
∎ Design and build the result based monitoring framework including guideline and monitoring tools.
∎ Supervise MEL staff on project plan, activities, quality and lead evaluation of findings.
∎ Ensuring accountability and compliance, the manager will draw on existing donors MEL guidelines to develop MEL plans for projects and monitor field project performance while maintaining standardization of MEL policies, procedures, and internal controls.
∎ Collect and preserve monitoring data based on monitoring framework with proper documentation (monthly, bi-annually and annually).
∎ Keep the M&E products updated for set indicators and collect all research including external baseline, mid-term and final evaluation for finding the project's impact.
∎ Carry out monitoring data analysis and deliver quality and timely production of M&E information products in line with field visits and requirements.
∎ Identify and analyse document and disseminate lessons learned to the stakeholders within and outside BRAC.
∎ Develop MEL standards and guide their use in the field using qualitative and quantitative evaluation methods while liaising with field and head office leadership.
∎ Support project staff and new partners in the process of data validation as per the monitoring plans; make field visits to verify data in sample basis.
∎ Closely work with the central MEAL department to co-ordinate the annual data validation and implementation of quality research work also monitor the progress of data entry in TaroWorks and report incorrect entries to the supervisor.
∎ Frequent field visits to monitor the field activities and develop capacity of project and partner staff and, where relevant, external stakeholders, to play an effective role in the data validation processes.
Additional Requirements:
∎ Excellent analytical/ quantitative skills, data quality conscious, detail oriented, and able to identify key issues, formulate options and make recommendations.
∎ Strong writings skills for quantitative and qualitative reports and project proposals.
∎ Skills on literature search from website and reference writing by using Endnote.
∎ Proficiency in using Excel, SPSS, Atlas-ti, STATA, R or other statistical analysis software.
∎ Working knowledge of MySQL, Microsoft.NET based web applications and java script is highly preferable.
∎ Strong programming skills in Java is required. Familiarity with ArcGIS and Tableau preferred.
∎ Research, report writing, project proposal writing, budget, and M&E framework including log frame development, public health, and social issues.
∎ Background in M&E and operations monitoring framework development.
∎ Minimum 5 years of working experience in relevant field. (Preferably in quantitative, qualitative research, data validation and analysis
